Another area of fraud occurs with personnel. The grantee will document that a high-ranking employee is devoting 80% of her time to a government grant when he or she is only devoting 15% of her time. This constitutes fraud because the grantee improperly uses grant funds to pay for the salary of the employee who is actually devoting his or her time to other projects.
